On the Institutional Guarantee of "Silver Economy" in China's Constitution

Abstract
Population aging has become an inevitable trend in China's demographic development and a critical challenge in advancing Chinese-style modernization. As a people-centered constitution, China's legal framework serves as the fundamental charter for governance and holds supreme legal status, providing robust institutional safeguards for the "silver economy". Specifically, constitutional legislation ensures legislative implementation, establishes legislative guidance, expands legislative scope, and creates binding legal frameworks. Under scientific legislative principles, national obligations encompass both proactive and reactive responsibilities. Constitutional compliance reviews provide comprehensive safeguards, forming a complete institutional ecosystem for the silver economy under China's constitutional framework.
