Typical Operation Modes for Emergency Low-Altitude Logistics and In-Depth Industry-Education Integration Modes: A Two-Way Empowerment Perspective

Abstract
Amid China’s emergency management modernization, low-altitude logistics, with strong terrain adaptability and rapid response capability, stands as a critical pillar for last-mile emergency supply support. The upgrading of vocational college logistics programs and high-quality growth of the low-altitude logistics industry form a two-way empowerment symbiosis: industrial operational innovation equips education with real scenarios, competency standards and technical resources to boost talent training, while education’s skilled talent supply and university-enterprise R&D drive industrial model optimization and risk control upgrades. Focused on practical emergency management needs, this paper outlines scenarios and bottlenecks of three typical emergency low-altitude logistics models, analyzes the inherent logic and practical gaps of two-way empowerment, builds a four-dimensional deep industry-education integration mode, and proposes three supporting pathways: collaborative governance, pooled resource investment, multi-party evaluation. Its findings offer practical references for optimizing the emergency low-altitude logistics system and advancing distinctive vocational logistics program development.
